  • 1 lb salted cod
  • 2 cups all-purpose flour
  • 1 tsp baking powder
  • 1/2 tsp salt

  • 1/2 tsp onion powder
  • 1/2 tsp paprika
  • 1/2 cup chopped scallions
  • 1/2 cup chopped bell pepper
  • 1/2 cup chopped onion
  • 1/4 cup chopped tomatoes
  • 1/2 cup water
  • 1 egg, beaten
  • Oil for frying
